The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: hopeful statements are delivered from various governments. Considerable effort is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from Russian territory, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense activated: multiple launches targeted at a incoming threat. This was a modern interception technology at work, presumably supplied through partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes sober acceptance: perhaps the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.

Persistent Threats

Following this, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its target.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new proposal from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, endure.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does little to discourage Russia, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a complete military breakdown until situations evolve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: political desires to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
